Bob:
This bar, officially called the "WEED SHOE" by the designer, is non structural to the yacht. It is only there to prevent kelp, or lobster pots or crab pots from catching on the bottom of the rudder. Many people think it is required for he rudder and it is not. The rudder structure is based off the two large bearings in the hull. The section where it is on the bottom of the rudder is simply there to make the connection. All support for this weed shoe comes from the screws and bolts that are back on the sides of the keel. If it moves a little up and down or sideways and it is not showing loose screws at the hull, FORGET IT. leave it alone, launch and go sailing.
