We will move into Annapolis MD aboard IP35, Island Spirit for Sept and October living on anchor up Spa creek. We also may take a mooring ball for the 2 months to be closer to town and I love being right next to the Spa Creek Bridge with the Yacht Club right there. We come and go from the base of the Spa Creek Bridge landing the dinghy at the yacht club. Its all legal because it is the end of a street. The ends of all streets in Annapolis and Eastport are public landing areas. The only issue I see with 2 months in "Naptown" is the availability of easy water. IP35s only hold 90 gallons, and we (Radeen and I) use 10-15 gallons a day when not too concerned. So, usually we carry 15 gallons each day via jugs when coming back from shore. We do not have a watermaker and you would not run it in harbor either. So it looks like we will be carry water. We have done this many times before and it works.
If we take a mooring ball, then we can come into the town's EGO ALLEY seawall and take on water and wash the boat as needed. Moving into there could be a challenge and for just water, it really seems to be not worth it.
