Flaky Bottom Paint

Our bottom paint (previous owner) is falling off. Don't know when it was done or what materials were used. In places it just drops off. In others, it is hard as a rock. The yard manager says he recognizes the material left on the gelcoat as "Skip Sand" in which he says he has no confidence.
