This is what I could get out of the attachment from the surveyor..

The vessel is an IP 26 MKII built in 1983. Scum lines and barnacle
growth (she was moored in a dirty harbor) indicate that she was resting
4-5" down at the stern. The cockpit lazarettes did not contain any
great amount of heavy gear except a water heater in the port lazarette
that weighs approx 80# (with water). Along with the plastic 31 gallon
water tank, the boat was also fitted with an aluminum 31 gallon tank
located in the bilge below the main cabin sole. Among the ship's papers =is an IP drawing #214A titled "Water System - Charter Spec." The water
from the standard plastic tank flows ("cascades") directly into the
aluminum bilge tank.
If the 31 gallons in the plastic tank were used up, could the remaining
31 gallons in the bilge tank (along with the water heater) set the stern =low? Was any ballast added up forward to compensate for this? Any
thoughts?
